Curt, "The Record of Decision does not reopen," according to KYTC spokesman Chuck Wolfe.

Here's more detail: "If conditions change (change in project footprint, traffic, etc.), then a re-evaluation may be needed. Depending on the outcome of this re-evaluation, the FHWA may deem it appropriate to perform a Supplemental Environmental Impact Statement and an amended ROD."

I interpret this to mean that the ROD may be amended surgically, which debunks the myth that to alter it in any way opens a Pandora's box of mayhem, chaos, anarchy and panic.

This ad demonstrates the initial reason I opposed Greg Fischer from the very day he announced his candidacy a year ago.

I have no doubt once the community is successful in lobbying in the re-opening of the Record of Decision, that Fischer will take the lead in promoting the ridiculous idea that the ORBP be downsized to only a Downtown bridge and Spaghetti Junction re-work, instead of the sourly needed East End bridge. Sure, he'll do it in the name of "preventing sprawl" and affordability, but one need look only to this early analysis of his donor list to see what really winds his clock: http://www.historyandissues.org/louisville/viewtopic.php?t=1727&highlight=river+fields
