Sen. Mitch McConnell and the Republicans have suddenly changed their tune to support extending the payroll tax cut, which would keep about $1,000 in the pockets of Americans next year. Their caveat? Only if that means protecting the 1 percent from any kind of extra taxation to pay for it.
