In a shoddily reported FOX41 story about cyber-bulling that ran last week, Seum said he has tried in Frankfort to mandate “that there would be bullying and suicide prevention seminars and programs available to the teachers and children,” via his role as a state legislator.

Sounds nice, but a January 30, 2004 story in the Lexington Herald-Leader details how Seum opposed a bill that would require schools to make bullying a punishable student offense and provide anti-bullying training to school staff.

The legislation would require discipline codes that prohibit “harassment, intimidation or bullying of a student” for any reason, including “a characteristic” listed in Kentucky’s existing statute on hate crimes.

Those characteristics include race, gender, religion, ethnicity, disability and sexual orientation.

Sen. Jack Westwood, R-Erlanger, and Republican Sen. Dan Seum of Louisville both opposed the bill, calling it “redundant.” Westwood added: “It’s an encroachment of people’s rights, a free-speech issue.”

Furthermore, Seum didn’t vote on a bill passed by the 2008 legislature, HB 91 (aka The Bully Bill), which provides numerous protections for Kentucky students against bullies, jerk-asses and other people who pick on people, as well providing guidelines for schools to better combat bullying. But you wouldn’t know this if you watched FOX.
